What we are asking Government for

The Federation engages the State, the Development Authorities and the Authority through reasoned representation. Each one is published here with its current status, so that members and the public can see what is being pursued on the industry's behalf.

    Reform of the land conversion framework

    Simplification and time-bounding of conversion of agricultural land to non-agricultural use under Section 8(A) of the Odisha Land Reforms Act, 1960.

    Conversion is a precondition for most development on agricultural khata land, and delay at this stage stalls a project before any other approval can begin. The Federation has urged the Government to reform the conversion framework so that timelines are certain and the process is proportionate to the scale of the development.

    Comprehensive amendment of the ODA Rules

    Proposed amendments to the Odisha Development Authorities (Planning and Building Standards) Rules, 2020 for comprehensive enhancement.

    The 2020 Rules have been amended piecemeal since notification. The Federation has proposed a consolidated review so that developers, professionals and the Authorities are working from one coherent and current set of standards.

    Registration of pre-RERA apartments

    Review of the Special Order governing registration of apartments completed before the commencement of RERA in Odisha on 7 October 2017.

    Registration authorities have interpreted the Odisha Apartment (Ownership and Management) Act, 2023 and the RERA framework inconsistently, producing different outcomes in comparable cases. The Federation has sought a crucial review of the Special Order so that owners of apartments completed before 7 October 2017 are not left unable to register their property.

    SOPs and Service Level Agreements for approvals

    Defined standard operating procedures and service level agreements for building plan approval, revalidation and occupancy certificates.

    Approval timelines are the single largest source of uncertainty in project delivery, and uncertainty is ultimately paid for by the buyer. The Federation has asked for published SOPs and SLAs so that both the applicant and the Authority are working to the same clock.

    Clarity on Housing for All policy implementation

    Clarification of practical challenges in the implementation of the Housing for All (HFA) policy.

    The Federation has sought clarification on implementation questions that have arisen in practice under the HFA policy, so that participating developers can plan against a settled reading of the scheme.

    Ease of doing business in real estate

    Direct engagement with the BDA on policy reforms to improve the ease of doing business in the real estate sector.

    A standing channel of engagement between the Federation and the Development Authority, covering the procedural reforms that most affect project delivery.
